My dog wont go outside.?

I have a little dog and he's about 1 and a half feet tall and he wont go outside because of the snow. There is about 2 feet of snow outside but I shelved a path and a big area where you can see the grass so he would go to the bathroom but he still wont go. He's going to the bathroom in the house. What can I do?
I carry him out because he wont step foot out there otherwise and I brought his toy out with him.

I would put him in his crate and take him outside when he needs to use the bathroom to encourage him to go outside. Praise and reward him when he does relieve himself outside in the snow!
you could try going outside with him
Carry him outside, and stay outside with him. Take his favorite toy and throw it to get him running around; that should stimulate him to go to the bathroom. Keep him out there for at least ten minutes. He’ll get used to the snow if you persist. But just putting him out there by himself is not the answer. You must go with him so he feels safe. Take him out about every 2 hours until he gets the idea.
Pick him up , carry him outside, place his furry butt on the grassy patch and walk away.
Go back outside after 5 minutes and call him inside.
He’s a dog not a kid, you don’t need to be there to wipe a butt.
Repeat every couple of hours until you both get the routine down pat.
Collar and leash on and simply walk out there. Stand there til he does what he needs to do and then bring back and put him in a crate, just in case he wants to get cute and go in teh house. I would not let that dog out of the crate until he was reliable in the house again!!

YOU have a smart dog
put him on a short leash, maybe 3 feet long. you must take the lead outside. you must stay in control at all times, short but firm little tugs will tell him whats needed and expected, and he will follow you. any other problems i strongly suggest watch the tv show dog whisperer with casear milan, as he does miriacles with any dog and any problems.
maybe try some puppy pads if you have some. if not then you will actually have to carry him outside and wait until he goes.
wee wee pads
start with a small area put food water bed etc in area when u see him using the pads praise him give him a treat when done playing with him put him in area each week as he uses the pads make area little bit bigger doing what u a=where doing in no time u can remove the kennel area because he will run to that area with pee pad
when he goes outside give him alot of praise with a treat if he goes inside don’t give him anything take him out as much as possible with the treat and praise he will get it
You may try clearing a a wider path so it’s not so scary to walk into it. Then try picking him up in your arms, walking him slowly through the path, calmly sitting down in the cleared grassy space and just holding him on your lap for awhile. Bring a blanket for you both to sit on.
He just needs to get used to snow. Be loving and soothing then playful once he starts to relax. Convince him that show is fun, not something you are trying to force and punish him to do.
If it’s raw and windy, small dogs may need a doggie sweater.
