i have a bathroom Shelve that won't stay on the wall, suction cups loosen up ...is there a special procedure to help the cups adhere ??

Make sure the tiles and the suction cups are very clean. No soap scum, etc. Wet the cups and stick them in place. Allow a couple of hours before you put anything on the shelf.
If they are not cracked, wetting them before installing will usually help with adhesion.
